The respective roles of the government authorities
and the nuclear operating organization in the field of regulation
can be summarized as follows:
The government authorities
lay down the general rules
The operating organization
proposes technical practices
The government authorities
make sure that these practices are adequate in terms of regulations,
constituting a nuclear safety assessment
The operating organization
implements the approved practices
The government authorities
check, by inspection on a sampling basis, that implementation
is satisfactory
Regulatory action in the field of nuclear safety is
conducted in the three main fields:
Drafting of technical rules
of a general nature relating to nuclear safety
A system of individual regulatory licensing
for each installation after in-depth technical
examination of the provisions intended to ensure nuclear safety.
Licenses are required at each key stage in the life of the installation
(design, construction, commissioning operation and decommissioning)
Monitoring of proper application
of the above licenses and rules
In accordance with French law (decree of 11 December
1963), these regulations apply to Basic Nuclear Installations as
defined in the same decree. The nuclear reactors operated by EDF
are all Basic Nuclear Installations (INB).
