In France, as in other countries, the nuclear operator EDF is responsible for the safety and quality of its installations.

 

This responsibility is formally laid down in a strict regulatory framework in which the government authorities play a permanent role, either directly or via various official organizations. From project to dismantling stages, the nuclear installations remain under permanent surveillance.

 

Who is the nuclear operator ?

In accordance with the organization system laid down by the EDF Director General, nuclear operating safety is the responsibility of:

  • The Head of Nuclear Power Plant Operations, the correspondent of the Safety Authority for all matters relating to overall and generic problems
  • The Site Manager, as nuclear operator responsible for maintaining the safety of the installations entrusted to him

In practice, the Site Manager appoints the managers of the different departments for implementation of safety-related activities.

In this organizational system, each member of the staff assumes part of the responsibility for operating safety.

 

1.1 EDF General Management

An Inspector General for Nuclear Safety is attached directly to the EDF Director General.

The Inspector General guarantees that due allowance is made for safety issues within EDF.

To do so, with his team:

  • He monitors the medium- and long-term safety studies
  • He ensures that coherent doctrine is adopted by the operational departments
  • He verifies that there are no omissions in the doctrine and that it is properly understood by all, by means of audits which he carries out on selected topics and by means of reviews to obtain the necessary perspective and enrich the doctrine
  • Finally, he ensures that the experience acquired in France and in other countries is shared
