Identification of radiation protection options

Before any work on the valve begins, the following question has to be asked: Is there a simple way of reducing exposure at no cost ?
For example, since water is a good protective shield, it would seem advantageous to fill the piping with water because this entails no additional cost. This operation is easy to perform, costs nothing, and reduces the dose rate.
