Training in Emergency Preparedness and Response

One of the functions of the IAEA is to provide training for the implementation of standards for emergency response preparedness in Member States (in accordance with the Statutes) and to develop appropriate training programmes for personnel to deal with nuclear accidents or radiological emergencies (article 5 of the Assistance Convention. Training systems contribute to the Agency's mission by developing and making available standardized courses, including course plans, lecture material, training aids, equipment and other training resources to support national and regional training and seminars. The IAEA Safety Standards "Preparedness and Response for a Nuclear or Radiological Emergency (GS-R-2), lists, among its requirements, that:

All persons associated with performing functions in radiation emergency have to be suitably trained and qualified so that they understand their responsibilities and perform their duties safely, and that
Response organisations identify the knowledge, skills and abilities necessary to be able to perform the emergency response functions. They should also make arrangements for selection of personnel and training to ensure that the personnel have the requisite knowledge, skills, abilities, equipment, procedures and other arrangements to perform their assigned response function.
Training for emergency preparedness and response is predicated on a concept of self-sustaining education and training in Member States. Competence is acquired, developed and maintained through an established programme of training.
