National Regulatory Infrastructure
A legally well established, effectively independent, technically competent and efficient regulatory body is considered essential for nuclear, radiation, radioactive waste and transport safety. The IAEA Member States strive to achieve and maintain stable and effective regulatory regimes in order to guarantee a high level of safety of all nuclear facilities and activities under their national responsibility, and to regulate the introduction and safe conduct of any practice involving radiation sources.
The Safety Requirements publication Legal and Governmental Infrastructure for Nuclear, Radiation, Radioactive Waste and Transport Safety (GS-R-1), establishes the basic requirements for legal and governmental infrastructures for nuclear, radiation, radioactive waste and transport safety. Further activities provided by the IAEA to its member states' regulatory programme include:
- Strengthening national regulatory infrastructures and effectiveness through guidance for continuous improvements in regulatory performance in changing environments - IRRS
- Carrying out regular reviews and appraisals
- Enhancing regulatory supervision of research reactors, fuel cycle facilities and nuclear power plants to strenthen the regulatory regimes in Member States as it applies to safety of research reactors - related service: IRRS
- Promoting integrated safety evaluations in the areas of Nuclear Safety, Radiation and Waste Safety
- Reviewing and approving the safety standards
- Providing education and training
- Fostering harmonized approaches to radiation and transport safety
- Servicing the Convention on Nuclear Safety and the Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management
