EUROPEAN COMMISSION
The European Commission (EC) established recommendations for development of a methodology to monitor, control and anticipate ageing, in order to maintain the level of safety during the whole NPP life cycle. In 2001, a synthesis of the potential ageing mechanisms, their potential effects and the available identification and mitigation methods was obtained, and an evaluation of existing ageing management practices in Belgium, France and Spain undertaken, using international recommendations as guidance documents.
The report “Safe Management of NPP Ageing in the European Union; a report of CE/DG XI” provides these recommendations.
The EC conducted VERSAFE Concerted Action as part of the Euratom 5th Framework Programme (FP-5). The VERSAFE Concerted Action aimed at an overview on the comprehensive approaches to two safety management issues, i.e. Severe Accident Management (SAM) and Plant Life Management (PLIM). Comprehensive review of the aspects relevant for the PLIM was carried out within VERSAFE. The general and plant-specific issues of VVER-440 plants were surveyed in order to define further research needs related to the ageing and plant life management. The obtained results of the formulation of general and plant-specific PLIM approaches to the VVER-440 as well as the recommendations concerning the safety research needs to support the development of these approaches were collected into “PLIM Handbook (PLEM - VERSAFE(03) - D002)”, which was published in January 2003.

OECD/NEA
OECD/NEA published “Status Report on Nuclear Power Plant Life management (NEA/SEN/NDC(2000)6)” in May 2000, which provides a summary of the current status of industry programmes and government policies for nuclear power plant life management in OECD member countries to facilitate discussion on maintaining nuclear power viability in immediate future through improved plant life management.
The Committee on Nuclear Regulatory Activities (CNRA) agreed at its annual meeting in June 1999 to hold a Special Issue Meeting in June 2000 on the topic of “Life Extension and Upgrading”. The report, “Regulatory Aspects of Life Extension and Upgrading of NPPs NEA CNRA Report 1 (NEA/CNRA/R(2001)1)”, includes the synthesis of the responses received from Member countries and the results and conclusions of the CNRA discussions. The detailed responses from Member countries are contained in the report NEA/CNRA/R(2001)2 “CNRA Special Issue’s Meeting 2000, Member Countries Reponses to the Questionnaire”.
“Technical Aspects of Ageing for Long-term Operation, NEA/CSNI/R(2002)26” restricts itself to the technical aspects of the basis for long-term operation. Its objective is the characterisation of technical key items. Regulatory aspects are being discussed within CNRA. The report referenced the above report NEA/CNRA/R(1999)1 –CNRA Special Issue Meeting June 1998 provides information on this issue.
