General Safety Requirements Part 3: Radiation Protection and Safety of Radiation Sources: International Basic Safety Standards
The IAEA organized a 4-day workshop on the IAEA General Safety Requirements: GSR Part 3: Radiation Protection and Safety of Radiation Sources: International Basic Safety Standards (the BSS). The workshop took place in San Jose, Costa Rica from 22 to 25 May and was hosted by the Ministry of Health of Costa Rica and cosponsored by the Pan American Health Organization (PAHO).
The publication GSR Part 3 is a revision of the International Basic Safety Standards for Protection against Ionizing Radiation and for the Safety of Radiation Sources (IAEA Safety Standards Series No. 115, Vienna, 1996). GSR Part 3 was approved by the IAEA’s Board of Governors in September 2011, and published in November 2011.
The purpose of this workshop was to discuss the changes to the 1996 edition of the BSS that have been incorporated into the 2011 edition (GSR Part 3), as well as to consider how the BSS will be implemented in Member States.
The workshop was attended by 34 participants from 15 IAEA Member States: Argentina, Bolivia, Brazil, Chile, Costa Rica, Cuba, Ecuador, Guatemala, Haiti, Honduras, Mexico, Panama, Paraguay, Peru and Uruguay. In addition, four representatives from Trinidad and Tobago were also present.
The Agency received feedback from the participants on the need to prioritize the development of guidance material on the three general safety guides dealing with occupational, medical and public exposure. In addition, the following topics were identified as being of particular importance:
- Using dose constraints to control occupational and public exposure as part of the optimization process
- Implementing of the new occupational dose limit for the lens of the eye
- Establishing a regulatory infrastructure for NORM industries
- Establishing and implementing a national action plan to reduce exposure due to radon in dwellings
The third BSS Workshop was hosted by the State Nuclear Regulatory Inspectorate of Ukraine and took place in Kiev, Ukraine from 16 to 19 October 2012.
