The objective of this draft text is to provide guidance to States, competent authorities and operators on appropriate nuclear security measures during the different stages in the lifetime of a nuclear facility, from initial planning through to final decommissioning, to ensure that effective nuclear security is maintained at a level appropriate to each stage, and in the transition between stages.

This publication has been designated an interface document, having interfaces with nuclear, radiation, transport and waste safety as well as emergency response.

This Implementing Guide is intended for policymakers, competent authorities, operators (including, for example, facility management, staff with security responsibilities, technical staff, vendors and contractors), nuclear security professionals and nuclear safety professionals.

This publication has been designated an interface document, having interfaces with nuclear, radiation, transport and waste safety as well as emergency response.
