In October 2012, the Secretariat organized and conducted a Technical Meeting on Capacity Building and Human Resource Development for New and Expanding Nuclear Power Programmes in Vienna. Over 40 participants from 20 Member States attended the meeting Case studies on the secretariat s capacity building self-evaluation methodology : Methodology for Self -assessment of Capacity Building in Member States with Nuclear Power Programme and Those Planning to Embark on Such a Programme were presented. The Secretariat organized a meeting on evaluating competency needs for safety assessment in October 2012. The purpose of the meeting was to initiate the development of a self-evaluation methodology on safety assessment capabilities in Member States. Completed

The Secretariat organized and conducted an International Conference on Human Resource Development for Nuclear Power Programmes: Building and Sustaining Capacity on 12-16 May 2014 in Vienna. The conference was attended by over 300 participants from operating organizations, regulatory bodies and academia from 65 Member States and 5 international organizations representing newcomer countries and those with established and expanding nuclear power programmes. The Secretariat has established the Safety Education and Training Peer Review Service (ETPRES) to assist Member States develop and maintain an adequate and sustainable education and training programme in nuclear safety consistent with IAEA Safety Standards and international good practices. Completed
The Secretariat has developed guidance including a self-assessment methodology for capacity building activities developed in cooperation with Member States and discussed with them in April 2012 and made it available to Member States in July 2012 through the IAEA NSAP web platform. Completed
Organization of Joint ICTP-IAEA Nuclear Safety Assessment Institute Workshop on Fundamental SA Knowledge and Engineering Factors Important to Safety. Completed
The Secretariat organized a technical meeting of the Global Safety Assessment Network (GSAN) in December 2012. The meeting was attended by participants from 12 Member States and focused on capacity building. The meeting also included presentations on the GSAN web platform and presentations on the safety assessment practices, experiences and needs of the participating Member States. Completed

The Secretariat signed Practical Arrangements (PAs) with the Arab Network of Nuclear Regulators (ANNuR) and the Forum of Nuclear Regulatory Bodies in Africa (FNRBA). The objective of PA are to support the enhancement and strengthening of the radiation protection, nuclear safety and security, and the regulatory infrastructure in ANNuR and FNRBA Member States as well as to promote capacity building and knowledge management to stimulate human resource development and knowledge transfer. A consultancy meeting with ANNuR was held in Vienna, Austria in March 2014 on drafting of the Integrated Capacity Building Plan. A draft plan was achieved. Completed

The Secretariat and France signed PAs in November 2013 that will enable French nuclear organizations to provide greater support for the activities relating to nuclear education and training, particularly for newcomer Member States. These PAs provide a framework between the Secretariat and the French nuclear organizations for further cooperation such as provision of access to French nuclear research reactors and relevant nuclear facilities for education and training purposes and the organization of education and training courses. The fifth meeting of the Steering Committee on Competence of Human Resources for Regulatory Bodies was held in Vienna in October 2013. The objective of the meeting was to exchange information on current activities for managing, developing and strengthening regulatory competence. The Steering Committee s activities in support of Member States training systems were discussed along with an outline of the plan of work in this area for 2014. The participants considered national reports on capacity building and discussed current systems for developing and ensuring regulatory competence in Member States and provided advice to the Secretariat on how it could further support Member States regulatory bodies in the area of human resources development. The Secretariat organized and conducted a meeting on establishing, developing and maintaining capacity in Member States in Vienna in November 2013. Six experts from six Member States participated in the meeting with the objective of further developing the Secretariat s capacity building activities through the preparation of a self-assessment tool for the organizations in Member States that have an important role in the establishment and development of nuclear infrastructure. The experts recommended a revised integrated structure for capacity building self-assessment and capacity building peer reviews. Completed
